Natalie Barton Leeson,

MBA, B.Com, LLB (Chair)

Natalie has an MBA, Bachelors of Laws and Commerce, as well as qualifications in Tourism, Public Sector Leadership,  Statutory Compliance, Training and Project Management. She was previously the Native Title Conference Coordinator for the Yamatji Land and Sea Council, prior to commencing a twenty-year career in government including peactaing as a Lawyer.  Natalie has worked in a variety of industries, including Native Title, Housing and Consumer Protection and local government. Currently, Natalie is the Executive Manager Projects at the Department of Justice, facilitating organisational change, providing secretariat services and coordinating government copyright obligations. 

Natalie has had extensive community board experience, including holding roles with the Young Australians Tourism Association, Asthma WA Camps for Children, Radio Lollipop, Variety WA, and Telethon Community Cinemas.  Over ten years, Natalie also jointly established and managed Sponsorship Fund Money Inc., a charity established to raise money to enable children to attend health-based camps and was previously Chair of a school board. 

 Natalie was previously President of Perth Jaycees, as well as Western Australian State President, General Legal Counsel, National Administration Officer, National Conference Coordinator, National Director of Individual Development and National Director of Community Development for JCI Australia.  She was the National Outstanding New Member in 2001 and the President of the Western Australian Senate Group from 2021 to 2023.  She joined the Board of JCF in 2001, chaired the Community Committee from 2003, was Deputy Chair from 2005 and appointed Chair in 2020 retiring in 2022 to Chair JFL.     

Geoffrey W. Hampton

Originally hailing from Deloraine in Tasmania, Geoff has had more than 50-years experience in the insurance industry and Insurance Broking prior to retiring after the sale of his broking business.
 He served on various Insurance committees been a Director and former Secretary of JCF since 1986 and a Past Deputy Chairman. 

He was awarded Life Membership of JCF in 2001 and made a Senator (Life Member) of JCI in 2004. 

He is a Life member of the Carine Junior Football club and an avid football follower, he has been a member of the West Coast Eagles for more than 35 years.

Geoff has been a Member and past Master of Lodge of Unity No 11 since 1978 and was Treasurer for 13 years.

He has also been a Member of Perth Royal Arch Chapter since 1989 and was Deputy 1st Grand Principal from 2019-21 and also holds Grand Lodge honours. Geoff is a keen golfer and caravaner. 

Matthew P Hall

(Director)

Matthew currently is employed by Cricket Australia as their Match Referee Manager responsible for a team of 9 match referees who are appointed to all Cricket Australia competitions, Matthew is responsible for all the match officials’ appointments for Cricket Australia domestic cricket competitions.

Prior to this, Matthew had a 28-year career in banking and finance holding various roles including, personal financial planner, various marketing and public relations roles and branch manager both in the UK and Australia. His last role in banking was BOQ bank Manager in Clarkson.

Matthew is a past national board member of JCI Australia and JCI UK, He was the Community Director of JCI UK where he was responsible for a nation project which raised GBP 25,000 for the NSPCC, he was the Past President of JCI Leeds where his chapter received the award as best chapter in Europe. He is currently Treasurer of the JCI Australia Senate.

Robert (John) Breeden

 (Director and Secretary)

John retired from the Department of Fisheries (WA) in 2017 after 44 years’ service following two years at the University of Western Australia on a Commonwealth Scholarship.  His roles with Fisheries included two years as a Whaling Inspector at the Cheynes Beach Whaling Station (now Albany’s Historic Whaling Station at Discovery Bay) during its highest quota years of 1974 (1,198 whales taken) and 1975 (1,205) and postings in Perth, Fremantle, Albany, Geraldton, Dongara and Bunbury.  He oversaw major investigations and prosecutions as Officer in Charge of the Serious Offences Unit and at retirement, had been Compliance Manager – South Metropolitan for 12 years.

 

He was the first person in Western Australia to hold a Diploma in Seafood Industry (Fisheries Compliance).
He is a past State President of Western Australian Jaycees, past President of Swan and Dongara Jaycees and is Senator 39796 (Life Member) of JCI and a Life Member of JCF. 

John has been an active Freemason for over 40 years and is a Past Master of both the South-West United Lodge (Bunbury) and the Lodge of Unity (Victoria Park).  His current Lodge roles include being the elected Treasurer, Director of Ceremonies and Membership Liaison Officer of Lodge of Unity No. 11 WAC and a Past Grand Inspector of Workings within the Grand Lodge of Western Australia. Since 2020 he has been a Board Member on the Masonic Care Board which owns and manages MCWA’s Howard Solomon Nursing Home in Ferndale and a number of Retirement Villages and Social Housing Villages between Port Hedland and Esperance and the under-construction Dr William Babe nursing home in Midvale.

His role as State President of WA Jaycees in 1983 saw his automatic appointment to the Board of JCF. which he subsequently re-joined after returning to Perth in 1994 and has been Secretary since 2003.

An inaugural West Coast Eagles member in 1987, John has also been a member of Subiaco Football Club for more than 40 years.  A dedicated A Grade Hockey player and athlete until a knee reconstruction brought an end to his top-level sporting career, his former interests included water skiing, scuba diving and following Australian Cricket. He also enjoys boat fishing, caravanning throughout Australia with his wife Jenny and socialising with friends and family.

Robert W. Kelly

(Director and Treasurer)

Prior to retirement, Bob had more than 40 years’ experience in retail, commercial and corporate banking.
 His appointments with the Commercial Bank of Australia included postings in city and country Western Australia, Victoria, New Zealand, Tasmania and as Manager of the bank’s Branch Review Project working with McKinsey & Co on a review of the bank’s Australian and New Zealand branches.

 He returned to Western Australia as Marketing Manager in 1976 and then Country Regional Manager before being recalled to Melbourne to again work with McKinsey & Co on succession planning prior to the CBA’s merger with the Bank of New South Wales to create Westpac Banking Corporation.

He then returned to Perth on secondment to the bank’s finance company General Credits as State Manager Credit prior to rejoining Westpac as a Corporate Banking Manager. 

Appointments as Senior City Commercial Manager and Regional Manager responsible for the Eastern area followed prior to his retirement in 1993. He was subsequently recruited by BankWest to manage the implementation of the new Consumer Credit Code and assist in the development of appropriate training programs.

He has undertaken external studies in accounting, commercial law and other units and has attended the Bankers Administrative Staff College.  A former Scout, Bob was an original member of Fremantle YMCA and hockey team Captain and Coach.

He is a Life Member of JCF, a Senator (Life Member) of JCI and a former National Vice President and National Secretary of the Jaycees organization in Australia. He is a Past Chairman of the Western Australian JCI Senate Group, Past President of Caulfield Jaycees and Past President and current Member of Claremont-Nedlands Lions Club Inc.  An avid football follower, he is a Foundation Member of the Fremantle Dockers.

Bill Spence

(Director & Deputy Chairman)

After a short stint as an apprentice electrician, Bill joined the WA Public Service, where he worked for over 40 years before retiring in 2017. He worked primarily in the Court Services Directorate of the Department of Justice.

His academic qualifications include a Bachelor of Arts in Social Sciences from Curtin University and a Graduate Diploma in Environmental Management from the University of University of Notre Dame Australia.

His interests include competitive yacht racing as a long-term crew member and he is a keen golfer and is a member of Melville Glades Golf Club.

Bill was a member of Perth Junior Chamber (formerly Perth Jaycees) and held all office bearer positions including that of Chapter President. He also held a number of positions at state level as well as National Co-ordinator of the Australia Junior Chamber (now JCI Australia) national debating competition.\

His contribution to Perth Jaycees was recognised with Life Membership and is an Ambassador (Life Member) of JCI Australia. He was awarded a Life Membership (Senatorship) of JCI International in 2022.
Bill Joined the Board of JCF in 2007 and has chaired the Finance Committee since then and is a Life Member of JCF.

Ronald N. Raynor

(Director)

Prior to semi-retiring in 1997, Ron was with Australia Post for 42 years rising from Telegraph Messenger to his last 10 years as Manager of their WA Retail Branch.  He was Project Leader responsible for the successful development and introduction of the new Retail Post concept into Western Australian post offices and the conversion of non-official privately operated Post Offices to a licensing model.  His Branch’s performance was recognised with Australia Post’s national award for the most outstanding administrative group in Australia.

He is a Past State President of Western Australian Jaycees and a former National Vice President of Australian Jaycees (now JCI Australia). He is a Senator (Life Member) of JCI and was a co-founder of JCF and was awarded Life Membership in 2006. He was also awarded Life Membership of both Swan and Bunbury Jaycees.

His national roles included Project Co-ordinator for the Youth Speaks for Australia competition and the Five Outstanding Young Australian Awards.

He was a Director of Swan Districts Football Club Inc. for seven years and is a Past President of the WA Region of The Australian Alpaca Association Ltd having served in various positions over a 14-year period. As a hobby, he developed a 4ha vineyard in the Swan Valley over 18 years and supplied approximately 50 tonnes of quality Semillon grapes each year to Houghton’s winery.

His past community involvements include membership of Apex Clubs in Carnamah and Geraldton, Chairman of Bunbury Youth Concert Band and Secretary of Bunbury Swimming Club.

Peter J Snow

OAM, AMICDA

(Director – Special Projects)

Peter retired as CEO of The Evandale House Group (a boutique venture capital firm) in 2003 to take up the role of Executive Chairman of JCF until his retirement from that role in 2018 but remained on the Board as Director-Special Projects.

He was previously non-executive Chairman from 1995 to 2003.

He has an Executive Certificate in Marketing from Monash University after returning to online study on his retirement and is an Associate Member of the Australian Institute of Community Directors. He is a former Associate of both the Australian Institute of Company Directors and Australian Institute of Management.

He currently holds a number of commercial and not-for-profit organisation board positions including Chairman of Central City Medical Centre Group and is a Director and Treasurer of the Swan Districts Foundation Ltd.

Peter is a former Director of Swan Districts Football Club Inc for 9 years, a past President of its main fund-raising coterie group – Swansmen Inc. and for more than a decade was a player advocate at the WA Football League Tribunal.

He is a former Treasurer of the Australian Junior Chamber Foundation Inc., the Order of Australia Association (WA Branch), Swan Districts Football Club Inc., Swansmen Inc. and Great Southern Tourism Events Inc.

Peter has been recognized with life memberships of Swan Districts Football Club Inc., Swansmen Inc., North Suburban Junior Football League Inc, Subiaco’s Wanneroo Junior Football League Inc, Northern Districts Junior Football Club Inc City of Fremantle Jaycees Inc and JCI (Senator). He was Australian Jaycees first Ambassador (Life Member) in Western Australia, a WA Outstanding Young Australian and a community torchbearer in the Sydney 2000 Olympics Torch Relay. He was recognised with a Paul Harris Fellowship by West Perth Rotary for his community contribution and in 2019 was awarded an Order of Australia Medal for service to the community of Albany and the WA Heritage Award for Individual Contribution to State Heritage.

He is a past National Public Relations Officer, Awards Officer and Convention Director for Australian Jaycees and was Special Assistant to the World President responsible for co-ordination of the JCI world awards program. His international JCI awards include Outstanding National Officer, Asian-Pacific Senator of the Year (1984) and JCI (World) Senator of the Year (1999) and was named as one of the Inspiring Jaycees of the World.
